The tempo in the intro & outro section is quite fluid, ranging from about 95 to 104 bpm. The new, quicker tempo – when the drums enter – bears no direct relation to it, but the switch back at the end happens via a short half-time feel (which would be about 78 bpm) before ramping back up again to the intro tempo.
